- Annotation: Within the framework of this article, an original periodisation and theoretical framework for describing the Soviet and post-Soviet experience of state policy towards youth is proposed. Despite a significant number of historical studies of the interaction of the state and youth in the past, the logic of changing the stages of state youth policy has not been studied in scientific discourse. The article examines the changes in the view of the bodies (Soviet and post-Soviet) authorities on youth. The analysis of historical sources and research literature allowed us to identify three models of state youth policy, based on which the political, economic or socio-cultural component prevails. As a result of the conducted research, a conclusion was made about the cyclical nature of the development of relations between the state and youth in the Soviet and post-Soviet period. The younger generation as a support and force of political transformations is interested in the state during the establishment of the Soviet system and in the era of Perestroika and the subsequent formation of post-Soviet Russia. Youth is considered by the state as an economic resource for building new economic structures (socialist in the 1930s, or capitalist at the turn of the 20th and 21st centuries). Finally, youth turns into an object of socio-cultural (value-protective) influence of the state in the post-war period of development of the USSR and the 2010s of democratic Russia.
